Here are the hurdlers they would have to go thru to secede from the Union.
A member of the California federal delegation to Washington would propose an Amendment to the U.S. Constitution allowing the State of California to withdraw from the Union. The Amendment would have to be approved by 2/3 of the House of Representatives and 2/3 of the Senate. If the Amendment passed it would be sent to the fifty state legislatures to be considered (to satisfy the "consent of the states" requirement in Texas v. White). It would need to be accepted by at least 38 of the 50 state legislatures to be adopted.
California could call for a convention of the states (which is currently being organized to tackle other constitutional amendments as we speak) and the Amendment granting California its independence would have to be approved by 2/3 of the delegates to this convention. If it passed, the Amendment would be sent to the fifty state legislatures to be considered and 38 of the 50 states would have to approve the measure in order for it to be adopted.
It would never happen, maybe we could just wait for the big one to come and California get swallowed up by the Pacific.

Hard to do but it could be done. If you take the 30 *trump states and consider there are probably 10 states the would want to do the same thing, I can see the "amendment route" being one way. There are also UN treaties that might be invoked that support the democracy rights of "captive" people" within a nation. Not something anyone really wants but may be time to be trying out the idea. A referendum on the next ballot directing the California legislature to begin an exploratory process for that purpose would be an interesting ballot topic for 2018.

I view it like applying to be a host city for the Olympics. We need to spend two years studying how to do it and how much it would cost, if it could be done at all. Get a blue ribbon committee of elected office holders, big and small business leaders, labor reps and retired military leaders. See if there is any way to do it. Can't hurt to be thinking about it because the glue that holds the URA together is already coming apart.
