I would imagine that there are certain people that would be willing to dress up in Halloween-type outfits if asked. Just have to be polite and not be pushy. Of course, you could always buy an outfit that you would like to see worn.

I know a girl in a different state that does that. Makes a lot of $$$ off of it. Does it in the side for comicon and parties too. I've never seen her in costume but I she tells me she does well.
