Someone wanted to know what the big deal was.
It is such a condemned situation that potentially means any participating and offending Armed Service personnel who are the worst offenders of this may get automatic dishonorable discharge, loss of benefits and 7 years jail time. Top military leaders have to come down hard, or they look like they were supporting such behavior.
