According to the Newsweek story, the leaders are arranged for this photo with those longest in office in the middle, ranging out to those most recently coming to power at the outer edges. So just protocol, not who is friends with whom or who has the most power/influence. Probably saves their handlers a whole lot of time and trouble. LOL
