i have seen some of it up close with my best friend. the whole IT department where they were making 120 - 225k had to train the new foreign IT dept taking over...had about a year and 100 of these jobs went down on a monthly basis with my friend in charge and last to lose his job.
this was pure cost cost cutting...not getting the best
he had to move from oc to texas to get a job and it took little over a year.
