The H1B1program has been abused probably did as long as it has existed. Back in the day, when they had to "prove" they couldn't find a US citizen to do the job, the job descriptions were written with so many detailed requirements for experience and training, sometimes with specific language skills that were laughable to think they would be needed, that only one or two people in the world could qualify. If you stripped away the superfluous requirements, the salary offer in the ad was way below what it would take to hire someone.
Now it seems they don't even bother and just have a lottery where the more entries a company has the more jobs they will win. I'm not going to stand up 100% for the often lazy, low productivity IT staffs that haven't kept up their skills that are getting pushed out, but doing it with way underpaid foreign workers seems completely wrong.
I think the proposal being floated now is to auction the permits to the highest bidder. This might work well as long as the person actually has technical skills and isn't just some billionaire from China.

12 years of windows xp experience. It was 2002!
I cannot tell you how much SHIT CODE I looked at that came from India.
When they started running through obfuscation so only they could fix it is when a lot of those jobs came back or went to places that didn't do that shady shit.

So I was looking at Classic West tickets. You know that show at Dodger Stadium that will have the reanimated corpse of Glen Fry playing with The Eagles....
So Yeah, even the cheap seats were $150/ea.
$950 for decent seats. When I saw $450 for second tier is when I said fuck it.
If Ill be spending $4k for this Id rather go to some far away beach with a drink in my hand.
Seent those bands already anyway fuk em!

fortunately my friend...head of IT dept where they had to train the india IT dept to come in and take their jobs? he was able to partner with existing internet/communication line broker and get a three year contract for the company...his personal portion was 90k per year...they kept contract going for 6 years...so a nice make your own severance package.
making over 200k plus...did not find local job for a year or at least one that he wanted...lots of LA or out of state stuff. took on more education/project management certs etc.
someone living and working in OC having to drive to LA...might as well shoot yourself in fucking head
brokered more of these large communication packages for other companies and went to work for a company they sold internet/phone lines too. each of those deals was worth 40-90k/yr to make the sale.
he ended up creating his own job when the company needed help with implementation and buying out other companies.
