The HX app?

I add my debt card when I set up my Apple account and when Iset up my iCloud. For some reason every time I try to download app it ask me to verify cc info and I have to resubmit cc info again.
Is this normal? Is there no way to download app with out submitting cc every time?

It shows cc when I go to both my Apple settings and settings for App Store. Wouldn't that mean it was on file?

I really do miss my Galaxy, but everyone says I'll like this better once I get usto it.
