See a psychotherapist. They can also can write medical necessity letters, and they probably would be more sympathetic to your siblings mental health needs.

thank you I know the different ways we could have tried to get one through the dr but I wasn't aware of the situation, that time has passed and the documentation needs to be submitted sooner than that would take. Wouldn't that take a few sessions or a bit of time to develop a relationship for some sort of diagnosis?

perhaps, but when its done online its pretty much a no questions asked deal. Just answer the questions the way you need to get the result you want.

If you can produce an ID card for the dog showing its a certified service dog, thats all the proof you should need to provide them.

Just type up a doggie diploma yourself from some obscure service dog college. Are they really going to follow up? I been riding this Stanford diploma forever and nobody suspects anything.

I know someone who registered their pit bull as an emotional service animal and they accepted her, however it was a privately owned condo not an apartment complex but its worth a shot

Also if you mention to the PM that you have also reached out to the County Fair Housing Office they may back off a bit. You will have to pay the established pet deposit and typically a pet "rent" but with the note even if it is after the fact Housing takes actually a ridiculous hardline on behalf of the tenant even if the documentation is effectively after the fact.
Been screwed by tenants that flat out lie on the application and then suggest the pet is not theirs and is only visiting and the all of a sudden when the eviction notice shows up the show up with a note at court.

Pretty amazing....people got along without emotional support animals for decades....now everyone wants to bring all sorts of animals into restaurants, onto planes and reside in apartments.
My take is pretty simple.....most people are trying to scam the system to get their pets in for free rather than paying the airline ticket or higher deposit and pet rent. But hey, whatever floats your boat.

Although many of you fine macho fellas spending your days online obviously got the best upbringing, not everyone is as fortunate.
In this decade, when we see our youth struggling with behavior, some might say it's better to teach them some responsibility with an animal, sports, etc, rather than telling them to grow a sac so they can grow up and be shitty members of society so we can blame their upbringing that we didn't fix 
Open your privileged minds. If we want the future to change, we need to help those who need it before problems begin not fixing problems after they happen.

The property statee the tenant can have a pet as long as you have a medical excuse and most of them are for emotional reasons which are a bit ridiculous yes but if a person believes it helps them and property allows it they pretty much know people are trying to find excuses for their pets anyways. Nobody ever said anything about sneaking a pet on to property where no pets were allowed
