So shooting that score is certainly possible for a 4 handicap golfer.

if you play everyday at that level your scratch or plus , you play once a month probably and never practice 3 or 4 you loose your short game if you dont keep on it everyday trust me this coming from someone who played on mini tours

BTW.... I have watched the President play golf.... I have seen his swing. Just based on that.... I can’t imagine he really can shoot sub 75 at age 70+.
His swing is clunky and doesn’t generate much club head speed. I can’t imagine he is getting the kind of distance he needs to score well. Unless... he has a world class short game, which as mentioned above, isn’t likely due to the time and effort it takes.
Doesn’t pass the smell test!
