i think some rental companies are due for some lawsuits.
they have been told to call in suspicious activity....I am sure a middle eastern dude that maybe paid in cash and looked like that (prototypical jihad) could warrant a 5min phone call...just in fucking case.

make the cars and vans being rented require much more personal info to be rented...secretly call in all middle eastern dudes with those beards and facial hair.

Assuming he had the right documentation to rent the truck... what else would you like the company to do?
Lets make renting a vehicle like buying a gun in California. 10 day waiting period. You can rent as many cars as you want... but you can only rent one truck a month.
Same with vehicle purchases.
