He can pardon anyone for any reason including himself except if he is impeached. That won't stop Mueller from completing his investigation and presenting his findings to the Deputy AG and to Congress.
If Trump were to pardon everyone pre-emptively, that is a stain on the GOP that doesn't easily come out.

He CAN pardon himself preemptively or anyone else he chooses for all FEDERAL crimes. Accepting a pardon is by precedent a plea of guilty to the crime he has pardoned himself or anyone else for. Article II of the constitution is pretty clear but self pardon has never been litigated.
I don't know why he doesn't just declare martial law, suspend Habeas Corpus and throw all his dissenters into "humane" concentration camps. At least 70% of GOP Congressmen would be OK with that. He could also suspend the 2018 elections and have the justice department indict 20 or so LIBTARD Senators so he can get on with his agenda.

BTW Vancouver is great !!! I joined the Conservative Party yesterday even though I like Trudeau. Of course even the Conservative party believes in universal health care and can't believe the US Medicare system is so corrupt that they are forbidden by the GOP to even negotiate pharma prices.
