Before the trolls show up, here's my 2 cents. There are lots of people here that will pull a rating if not rated back. I personally don't understand why. Butt hurt I guess. I make my ratings based on my experience and leave them.

ANA (Automatic Network Analysis) will tell you when your network gets out of balance with too many more outgoing than incoming ratings. When that happens, balanced it by deleting all the unmatched outgoing ratings. Until then I wouldn't put anymore energy into the issue, since you have already reminded them and said thank you.

Remember...the ratings are not there to help yourself, they are there to help others in this community. You should not be giving ratings or taking them away because someone else did not rate you. Or are you NOT answering the questions correctly? One of the questions is as follows:
Why do you think (person being rated) issues Network Ratings the way that she does?
To get ratings back
Self gratification
So others can use the info
To screw with people
Doesn't know any better
Is the answer "so others can use the info" or "to get ratings back"? Hopefully, we are all about helping each other and so others can use the information.

Anyone can do whatever they want.....
Just answer the questions and understand what is it to be a contributing member of this community.
We have countless people already abusing this system. Each and every abuse makes the system that much weaker and less effective. So just keep screwing with the system and make it less effective.
The ratings are about adding one more vote to whether the person is safe or not. We are not asking whether they are considerate and exchange ratings. The questions are directed to whether the person harmed you or did something unsafe.
Removing the rating because the person did not rate you back is a personal choice, but understand it does little to help the community and is a selfish action.
Maybe we all now need to redo DRs rating and answer the question differently, since she obviously is giving ratings to "To get ratings back", and not "So others can use the info"
