He says Mexico will pay which means he will tax products 25% when they are imported back to the US. Except his clothes and his daughters clothes, And shoes.

When you tax imports, those go into the cost of manufacture meaning higher prices at retail. It's not like they say well, I guess our products are 1/4 more expensive. Guess we just won't make any profit. Those costs are passed along from the manufacturer to the wholesaler who pass it onto the retailer who passes it on to the consumer.
Which means you the American tax payer will be paying for the wall one product at a time.
