The oil companies (not the station owner) decide how much to charge. They base it on the competition in the area. If the price was that high, it must be the only station around. Always gas up where there are 2-3 stations nearby (especially an ARCO, which charges less).

Get a Costco / Sams Club card like I did. It's worth it.

Better get solar power on your roof too, as the increase in 'lectric vehicles will create more demand on the electrical grid, and therefore increase cost of power.

Stations can set their own price.
Gouging is only gouging if there is an event that limits supply.
There is no law that relieves the consumer from thinking.
As an example, there was an ARCO station in the South Bay, right near the 405. Thier prices were always about .90-.95 higher than everyone else, but they had customers. They knew two things that let them do it for years.
1) Most driver don't pay for gallons of gas, they buy what they can get for a certain amount. The majority of drivers pay $20 or $40 bucks on pump #4 but they don't pay attention to how much gas they are getting.
2) Most people think they are keeping an eye on gas prices, but they really key in on the cents, not dollars in the price. When they see all the other stations in the area selling gas for $2.95 a gallon and they are selling for $3.85 a gallon people think they are buying cheaper gas. They think they are saving $.10 when in fact they are spending $.90 more.

Just wait till Gov. Gerry's bill adds $.14 a gal on gas and $.20 a gal for diesel in Nov.. Plus the registration fee increase. At least we'll be getting all our freeways and streets fixed up like new again. Jerry wouldn't be b.s' ing us now would he?

Several refineries were shut down because of Hurricane Harvey. The shutdown refineries don't supply gasoline to California, because of the CARB fuel standards. However those closed refineries do normally supply gasoline to Arizona, New Mexico, Nevada, etc. California refineries have had to supply some of the gas to neighboring states, reducing the supply in California. Law of Supply and Demand is Econ 101.
