A lot of those junk food pizza places (such as Papa John's) already charge you a "delivery fee" of anywhere from 4-8 bucks. And yes, the driver's also expect a tip.
You are better off going there yourself and not tipping anyone.

I personally do this...
The pizza company usually commits to a delivery time.
If they say it’s getting to your place in 30 minutes and it Gets on time
Tip them $5-$10 depending on their personality.
Knock the tip rate according how late they are, if it’s unreasonably
Late you tell them straight up don’t commit to delivery times you can’t
Commit to. At the end of the day they estimate delivery time based
On the orders in queue ahead of you and delivery driver availability.
A talented 6th grader can do that calculation...

As someone who used to deliver pizzas I will tell you this. Tip what a gallon of gas is going for plus $1.

I think It's extremely rude not to tip people in the service industry so I always tip. I usually overtip for two reasons... I know a few bucks isn't going to do much for anyone and good service professionals remember the tippers and usually go the extra mile to take care of them.

If that’s the case, then what is the merit behind a tip. It’s a slap to the face of the folks who go
Above and beyond in their job.
Personally I tip as a formality even if the service sucked.
If service sucked I leave a couple dollars, next time I come in they will get the hint
That service was shitty, therefore shitty tip. Therefore, it gives the server an incentive
To improve service (human psychology).
On the contrary if service is good, I tip above the percentage and write a Thankyou note
On the receipt. I take pride in tiping good to people who deserve it, as some type of “Thankyou
Service was great I’ll see you next week, peace”.
Tiping applies everywhere and it should be based on merit.
