Weeks into a new gas tax hike, California transportation officials said Thursday they are studying ways to charge drivers based on how many miles they drove since their last fill-up rather than the amount of fuel they use.

The problem? California drivers are choosing such fuel-efficient cars that the state fears it will be deprived of enough road construction revenues in the long run.

The Caltrans study- the California Road Charge Pilot Program report - is billed as a way for the state to move from its longstanding but outmoded pump tax to a system where drivers pay based on their odometer readings.

Caltrans Deputy Director Carrie Pourvahidi said the state will send out a request early next year to technology companies for ideas on a simple communication system at gas stations or electric charging stations that can instantly tell how many miles the car has driven.

Officials say the research stems from the state's struggles to come up with adequate per-gallon pump revenues as more cars get higher mileage.

Most new taxes voted on these days come with built-in oversight committees that are supposed to keep the monies from being diverted to other uses. Can't wait to see how that gets corrupted.

In the mean time, I am all for increasing regressive taxes like the gas tax and sales tax. Help everyone pay for stuff, not just the rich.

Not that I am in favor of the new federal tax plan, but maybe it will help the lower and middle class better understand there is no free lunch and high California taxes are harmful.

Yep.
As a business owner I'm lucky to pay gas for 7 trucks. Not only the new gas tax but the higher weight tax and registration tax on all of the vehicles.

They have to keep the gas tax, no way will California let Boaters and off-roaders like myself,
get away from all of the new higher taxes.

this would make sense if there were not more cars being added to the state every year. sure, they're more efficient. but i'm sure they could look at the actual sales of gasoline and determine that they're still selling more gas year over year.

sounds to me that their real incentive is to require drivers to have gps on their cars so they can be tracked and adequately billed for their use of the roads. that's what we need: big brother in the seat next to us. and what if you drive out of state? do you get billed for all the miles in az when you return to ca? i don't see how this could be implemented in am equitable way and not infringe on privacy.

oh, and what if i want to buy gas for my lawn mower or chain saw? what's the per mile charge for those?

You will have to plug in a USB cord (or similar) from the gas pump into the car's computer new access port, to read the mileage from your last time gas was added, before you can actually pump any gas.

Those lying goat fuckers have been stealing the gas tax money for the general budget for years. That is why our roads are not getting fixed. You are right DR. They will not get rid of the gas tax. They will impose a mileage tax on top of it. Jerry already stole much of the carbon tax money for his crazy train. No reason to expect he won’t take the mileage tax money too.

This state amazes and appalls me. We lead the world in technology, entertainment industry, agriculture, near the top in tourism. We have oil and gold. There should be so much money here that every year we all get a check in the mail like Alaskans do, not more taxes.

This has to be the worst managed state in the U.S. Except possibly Illinois. They are not just idiots, but criminals. Look at where all there former governors end up. Club Fed.

This is what we get for electing liberal fools.

I participated in the beta test for this program. Technology worked very well (device plugged into OBD port on car) when I did a trip to vegas it deducted the mile perfectly. They were looking at other ways to report your mileage everything from a visit to the SMOG referees to report to a permit you could buy that would allow you 10K miles a year. Next step they are trying something where you punch in your mileage at the pump and I guess the gas stations collect the tax? That seems ripe for fraud.

How they calculated the tax was interesting in that they factored in the amount you paid in taxes already depending on your cars model average mileage. So a 4x4 dually getting 10 MPG would pay no tax because they already paid the max tax at the pump. But a Hybrid prius would get a tax bill to make it even with the dually. Thus everyone would be paying the same to use the roads.

Then they can adjust for commercial vehicles and the like.

I drive an electric car and I'm all for this. IF the taxes ARE in fact going to keep the roads clean and smooth. Sure I already save money on gasoline costs, but I also want a smooth ride. Besides crappy roads equals everybody buying new tires...and nobody likes that.
