There needs to be a mandatory retirement age for Congress, Administration, and Judges. Even if they are still mentally sharp at say 80, it's time to give new blood a chance. If you allow over 80's (for example), you know someone will try to hang on into their 90's or older, so just clip those wings before they try to fly. Maybe hire the sharp 80 yo's as advisers, court special masters, whatever but make them give up their seats. And by setting a retirement age, the people will know they are done at a given point.
