To help deport immigrants.

"This one time infusion of assistance will help the (government of Mexico) address, and potentially deter, irregular migrant flows, which will help keep illegal immigrants from entering into the United States through the southwest border”.

Sigh.

One time? Haven’t they figured out that the lowers that be will cause things to happen again for more $$$$?

Maybe the solution is for Mexico to build a wall on their Southern border to keep out all the caravans of Guatemalan, Honduran, and Salvadoran carpetbaggers.
