LOL... I doubt that it has little to do with inmate rights & more to do with the fact that certain types of piercings have to be cut off. This puts workers at risk of being stuck with metal, coming in contact with fluids and open holes increases chance of infections such as staff or other flesh eating bacteria.
I think this was done to minimize contact with inmates and cut risk to workers.
