Penal Code 30312
(a) (1) Commencing January 1, 2018, the sale of ammunition by any party shall be conducted by or processed through a licensed ammunition vendor.
(2) When neither party to an ammunition sale is a licensed ammunition vendor, the seller shall deliver the ammunition to a vendor to process the transaction. The ammunition vendor shall promptly and properly deliver the ammunition to the purchaser, if the sale is not prohibited, as if the ammunition were the vendor's own merchandise. If the ammunition vendor cannot legally deliver the ammunition to the purchaser, the vendor shall forthwith return the ammunition to the seller. The ammunition vendor may charge the purchaser an administrative fee to process the transaction, in an amount to be set by the Department of Justice, in addition to any applicable fees that may be charged pursuant to the provisions of this title.
( Commencing January 1, 2018, the sale, delivery, or transfer of ownership of ammunition by any party may only occur in a face-to-face transaction with the seller, deliverer, or transferor, provided, however, that ammunition may be purchased or acquired over the Internet or through other means of remote ordering if a licensed ammunition vendor initially receives the ammunition and processes the transaction in compliance with this section and Article 3 (commencing with Section 30342) of Chapter 1 of Division 10 of Title 4 of this part.

(d) A violation of this section is a misdemeanor.
Penal Code 30314
(a) Commencing January 1, 2018, a resident of this state shall not bring or transport into this state any ammunition that he or she purchased or otherwise obtained from outside of this state unless he or she first has that ammunition delivered to a licensed ammunition vendor for delivery to that resident pursuant to the procedures set forth in Section 30312.

(c) A violation of this section is an infraction for any first time offense, and either an infraction or a misdemeanor for any subsequent offense.
Yeah, don't think they're going to have the ammo background check ready by July 1st anyways, considering the shit show that's occurred with the bullet button ban. California's sold over 5 million rifles, not including "ghost-guns", from 2000-2017. With only 68,848 assault weapons registration and probably 75% of rifles being semi-auto, there's at most a 1% compliance rate. How many of you are now felons according to California?
What you should do if you want to buy ammo is get both FFL03 License from the ATF and COE from the CA DOJ. This will allow you to:
1. Purchase Ammo
* Purchase ammo online from retailers that will accept the documents (such as Palmetto State Armory and Brownells) and ship straight to your door
* Purchase ammo out of state and transport to CA
* Sales tax not collected from buying from online retailers and avoid transfer fee charged by local FFL if they are receiving it.
* No paying ammo background check fee
2. Purchase C&R long gun in-state from a non-licensees
* No need to go thru 01-FFL DROS, report within 30 days of possession
3. Purchase C&R long gun or C&R handgun out state and transport to CA
* No need to go thru 01-FFL DROS, report within 5 days of transporting
4. Purchase C&R long gun or C&R handgun from in-state 01-FFL
* DROS, with no 10 days waiting period
5. Purchase C&R handgun or modern handgun from in-state 01-FFL
* DROS, with no 1 in 30 days limitation
6. Discount from online retailers, such as Brownells, Numrich, Century etc

@okmatt not worried, no longer a resident of the state and I still could bring it into the state since the law only refers to residents.
It also depends on how much ammo you get.
No cop is going to bust you on this for a couple of hundred rounds of ammo. Unless you are a real asshole.
If you came across the border with several thousand rounds then that maybe a different story. And I have never seen any car get searched at the vegas checkpoint so yea....

Does this mean setting up new checkpoints and searching all vehicles on all inbound highways? How serious is this going to get? Inspections of all incoming private aircraft? I think this enforcement is going to get very expensive. Looks like a new black market enterprise.

@Lamar California already has checkpoints on most major highways that enter into california from a different state

most likely it just will not be enforced, unless you are dumb enough to be found out, like have a bunch of ammo in the passenger seat with , the receipt of ammo from another state.
all you would really have to do to get around this is bring a gun out of state and then bring an ammo can with you.
When you buy ammo out of state, take ammo out of box and fill ammo can. Then just say went out of state to do some shooting but had an emergency and had to come back to cali.
There is no way for them to prove that you purchased ammo out of state
