All the hotels now insert this clause.
It's easy to manage, just when you leave the room for your meal or the Gym, call for Room Service in
that time period. Or, advise the operator you want no interruptions during the day while you're preparing a major presentation and will ask for Room Service later in the afternoon. Once you communicate with the front desk or operator, they will note your request.
But, if you do not communicate, the hotel will get concerned......

Is that they CAN enter your room once in 24 Hrs. Or they WILL enter your roomevery 24 hrs? Does it matter if you are in the room??

They CAN and WILL. That is all that matters.

Yes they can and yes they will. You are staying in their establishment and they have the right to ensure you are not doing any damage to their structure and/or property.
Friend of mine was a hotel manager and they suspected something was wrong with a guest’s behavior. The renter had brought a female dog to the hotel to have her puppies just so they didn’t have to clean up the mess at their own home. Countless instances of TV’s being broken, lamps thrown about, and rooms trashed.
So as long as you allow maid service to do their thing on the daily, you should never get another knock on the door from management.

That is pretty standard with most all hotels. It doesn't mean they WILL enter the room every 24 hrs. But if they suspect foul play, or they haven't seen or heard from you at all and suspect you may be in there hurt, or dead, they reserve the right to go in a check. If you rent a room for a ;period of 3 days or more they will most always insist on making entry at least once every 72 hrs. This is usually done by housekeeping. Just to ensure everything is ok with the room and with you. So I find it best to tuck away personal items out of site when ever I leave the room. You know, don't leave lotions and potions or toys sitting out.
For the most part it really is not an issue. And is a standard policy at most places.

The first sign that the hotel should be concerned is refusing maid service. If the maid goes in tidies up and does not notice any sign of a problem there would be no reason to go in again unless/until the loud music and sound of breaking glass and puncturing dry wall creates a disturbance.
