I read that The DHS was called in to monitor the 2018 mid term elections and it gave its report to the President on Dec 22nd which coincidentally was the date of the shut down.

OP is ignoring the advice along with our current president of the experts. That would be the various organizations charged with actually securing the border. Their request is more manpower, better equipment and better technology. If the president really wanted to secure the border I would think he would listen to the experts instead of trying to create an ecological disaster.
