Office of Government Ethics put out a paper about government employees writing books and all the rules about it. The ethics office of their agency reviews the book and the timing of its writing/compensation. So if a member of the FBI was to write a book, guess who would review those things...
Someone either in the FBI or DOJ.

If you read the Ethics paper it is mostly about compensation and whether an existing government employee can receive money for writing a book.
The vetting is whether the person is allowed to be paid and whether there will be any 'non public' information in the book.
Nothing about whether content is factual.
But why read the ethics document when the idiot reporters on CNN have already told you the DOJ vetted his book....

The reason the republicans and conservatives don't care about Trump being a Russian agent is they all love Russia. They like the fact that Russia takes over country it wants. They like the fact that Putin can kill anyone on the planet with an order. They like the fact that Putin can order his agents to beat up and imprison women, lawyers, writers and ex government officials. The republicans don't want to live in that shit hole country, but they admire its government.
They love the fact that Putin controls the press and all the newspapers.
Plus, Putin is said to be the richest person on the planet. From the GOP perspective.. what's not to like?
It is as simple as that.

He obviously did not read it, since as you said it applies to employees, but is also really dedicated to determining if the person can receive compensation for any writing. Nothing in that document actually relates to accurate content, so no one is vetting the content other than if it contains 'non-public' information.
