No it is not.
But it never was. Before we just had to chase the Feds down the street offering $$ before they got to the jail. Easy.
Now it is a super hub for some nasty folks who have been protected by their government.
But can still go and hit Caliente for some bets, the Blue Unicorn for a drink and pregnant hos and get some bad ass huaraches with the tire tread sole

Well the Federalies are the ones that protect you.
Municipal police often try to scare you into paying them.
Their is a lot of murders but fortunately not tourists.
Murders, for the most part, are by folks that are involved in buying and selling illegal things. and against each other.
I have lived her for 22 years now and the city has plenty to offer.
In those 22 years ever visitor of our business has got home in the same condition as when they entered. Most go back thinking, "that was fun, when can I come back?"
Julian Leyzaola is in the election for President of Tijuana (Mayor) and he was the secretary of police (Police chief) back when the violence stopped. He cleaned up Ciudad Juarez and Cancun in the similar position before. If he wins the election look for lots of change to the city.
BTW if you want to know more about him, watch the documentary "Mexico's Bravest Man" It is an honest piece with both positive and negative commentary on his tactics.
I have spent more years of my life in Tijuana than any other city in the World. I choose to live her as I enjoy the slower paced life and the friendly people. I cannot deny that I enjoy the cost of living and the very inexpensive movies (sometime showing in TJ before the United States), the variety of good food, Parque Morelos (is free and has a small zoo and lots of green grass and trees), and no shortage of beautiful women that do not have their nose up in the air. There are a number of hotels that are up to American standards and inexpensive as well( in the $100 range).

I’ve been going down with some friends a lot more lately and it all depends on where you’re going and what you’re doing. If you’re thinking about the tourist areas just don’t over do it with the alcohol and you should be fine. If you’re thinking about Zona Norte, the same mostly applies. Don’t over do it drinking, and I would’nt walk the streets outside of the immediate area. To me Revelucion is tamer then it used to be, but better in a lot of ways. The food scene in TJ is awsome. In my opinion it’s better than San Diego by leaps and bounds. If you do go down and are interested talk to Dennis (Juanita). His agency is top notch.

I have not been down there in awhile. Do you have to have a passport now? Can you use a regular id. I have a military retired id. I don't know if that matters. need some heads up.

You need a passport to enter Mexico. If you drive across there is no enforcement. Going back with your DL is fine. When entering you can get a permit to enter for free if you are staying 7 days or less. For me I buy a permit for 180 days twice a year. I believe that permit is now 558 pesos or roughly $30.
Never been asked to show a permit anywhere but when crossing on foot.

We were singled out by a local cop and had to pay a $20 "fine" for doing absolutely nothing. My buddy who has lots of experience being there, told me to just pay the "fine" and he'll leave us alone. What a fucking farce!

Too bad your buddy did not tell you to go see the judge. The judges get pissed off when a police officer brings in someone on a false charge. I would say it is ok to pay an officer if you did something wrong but don't over pay. If a cop is telling you that you did something wrong and you need to pay $100 or more that is bullshit.
Tijuana cops are like hos. As soon as they see there is no money to be had they leave.

Its safe if you go in with a level head and do not do anything stupid.
Have a plan to visit, see the sights and get out on time. Stray from your route, and the more desperate members of the community may mark you.
And for Cthulhu’s sake do not go looking for trouble. There are people there with NOTHING to loose if you do something dumb, and if they do not take what is yours they can”feed” you actual bad people who will.

I agree with using Uber. Hong Kong has had murders in the past 6 months at both doors. If you make it out alive (and nearly everybody does) you will not get out with the proper change for drinks. The waiters there will tell you that if they don't steal they cannot make money. The club makes those guys pay to work there.
I would recommend almost any other bar on that street before Hong Kong.

Hong Kong is the local gringo bar plenty girls but everything is going to cost you more
I like tropical bar across the street, same owner but much better (I speak the lingo)
plenty of other bars, but like everyone says, don't get too drunk and you'll have a great time
I have a global entry card so never a problem getting back, but you need a passport card or passport if your walking across

I go about 2-3 times a year. I used to go 15-20 times a year when I was younger and single.
If you are going there for service, use Juanita. The pick up and drop off is great and the service is far more superior than at any clubs.
Yes, you need Passport or Passport ID card to get in and out of TJ. I always leave my car in the US side which is expensive for parking, but worth it.
If I go to the clubs I have Juanita driver drop me off, I go in and out without trouble and drink to a minimum to stay out of trouble.
I put cash in 3 places just in case. In my pocket, in my wallet and a bill in my shoe.
I don't dress up, just jeans, no watch, no jewelry.
Watch your surroundings and you should be back just in time. Oh if you go during the weekday, do not try to attempt to go back around 5am.. the line is long, go back before 4am, no line.

I have a funny story to tell:
My naive friend went to TJ once and was walking the streets in broad daylight. A normal young looking fella walked up to him smiling and all and said to my friend, 'Wow, that's a pretty gold watch, it's beautiful man'. My friend was taken by his compliment and asked if he wanted to see it. This young lad was surprised someone would make such an offer, so he said 'Yeah, I'de like to see it'. My friend took off his watch, handed the watch to this dude. Dude grabbed it and said...yeah very nice, may I try it on. Go for it my friend told him.
Well, he did and as soon as he did, dude split faster than a speeding bullet.
It's funnier when he told it....hilarious!

I got jacked in TJ in 1970. I had to sell my Timex for gas money to get home. If we run into eachother in person you can ask me to tell you the entire story.

I crossed 3 times by car last week. Never more than 30 minutes to cross. Sometimes the lines can be a couple of hours but not 7.

If you are going to go more then twice a year and drive (we go to Rosarita) get the global entry pass, and make sure everyone in your car has one - then getting back to the US is a breeze!
I love the scene on Revolution - shopping, food, etc.
Rarely stop there anymore as the toll road makes life getting to my destination simple!

If you plan to go down there download the border wait time app from CBP. If you’re looking at a long wait head over to Otay crossing or just wait somewhere else more comfortable than your car.
