There are parts of CA that look like California, but even I will admit you can't mistake the difference in smell in the air between the two.

Improve the fuck out of it, build roads, rail, cities, retail, industry, vacation spots, ports, hell we could even build a new a boarder wall in a week on it's southern boarder but I would assume we would need lots of labor down there so central and south america would be begging to cum up.
On the other hand, we could build a border wall on the Southern border. That would be cheaper and more efficient than an invasion.
However, boarders need a place to stay too.
I could be wrong, but I'm not.
