The Los Angeles County Board of Supervisors voted 4-1 Tuesday to place the measure on the Nov. 6 ballot. If two-thirds of voters in the Los Angeles County Flood Control District agree, property owners would be charged a new tax of 2.5 cents for every square foot of land shedding water. That includes roofs, patios, driveways and other hard surfaces.

The tax would add about $83 to the annual property tax bill for owners of a typical parcel of about 6,000 square feet. The actual tax would be calculated for every single parcel based on an aerial survey using equipment known as Lidar, which estimates the square footage of roofs, driveways, patios and other paved surfaces that create water runoff.

Businesses would pay the same 2.5 cents per square foot rate as residential parcels. About two-thirds of the land mass in Los Angeles County holds homes. All property owners, both residential and commercial/industrial, can reduce their tax by installing measures to catch storm runoff.

I'm thinking someone would have to come to your property and physically assess it. For example all the rain water that runs off the roof of my house and half the garage goes to my lawn and that becomes ground water so that shouldn't be taxed. The only runoff I have is the front half of my garage and the driveway.

Who pays for the assessment?

I am not in LA, but as your link shows, this was put on the ballot in July. It is intended to build infrastructure to capture, clean and store rainwater. You guys and dolls remember there was a drought not too long ago and there are expectations of more to come and the tax is based on those properties that has lots of run off versus those properties that don't. If you want to flush that toilet, its got to come from somewhere.

Isn't Prop 10 so that the renters don't get these taxes passed down to them?

If it passes I'm selling the rental even though I am way below any rate they set.

How do they think there will be more available housing if they pass this shit. Rent Control led to apartment buildings no longer being built and many converted to Condos. Just another parcel tax to verify you don't rent a room.

All props that add taxes are that just more taxes, next year there will be more taxes ...... glad I will have a choice soon to leave City and State after 53 years....

Nothing goes to any special place, Gas/registration taxes get tapped for general budget, lottery taxes did not improve schools they just allowed the general budget to spend less, fire, police all the same the only reason all the fire and police unions support any tax is so that CalPers can grab additional monies from the taxpayers to pay for their bloated retirements.
