In terms of quality and efficiency, I'm sure that is the right move. But in terms of H-1 visas and local politics, hiring other Americans may help garner political collateral.And hiring American for American projects always looks good.

California is still dumping money on it. A ton.
And if you're a real estate investor getting property along the route will be a solid source of money in the long term future. (if the state get's it's act together).

There’s only one high speed bullet train that needs to be built in California: SoCal to Vegas. Anything else is a complete nd utter waste of taxpayer money. Who the fuck wants to ride in a 200MPH train from Visalia to Fresno?

Let's stick on topic - Hiring fired GM engineers/technical workers to work on the rail. We have threads upon threads of CA fucking up across the board already.
It's an investment on the part of CA and the contractors it hires, but if the rail will be a long term success, then it may be worth it as it would pay off in revenue and bring in people (Americans) to the state.
