They may seek extradition of the shooter based on treaties between the two countries. But it is unlikely they would be able to do so as he certainly will be fully prosecuted here. There are provisions in US law for us to prosecute certain crimes that happen outside the US. The El Chapo prosecution is an example. Mexicos strongest legal arguments center around the fact that many Mexican citizens were gunned down.

What you say is more or less true.
The Sinloa cartel is responsible for bringing most of illegal immigrants (human cargo) across the border from Mexico. Typically a partial payment is made to get the immigrant to the border and once on the US side of the border the immigrants are held at a safe house until their family makes a 2nd payment to the smugglers. If for some reason the family can't get the money together for the 2nd payment the immigrant is either sold into slavery or ends up buried in a shallow grave based upon the Smuggler's whim.
So you are correct in that most cases nobody is getting paid if they are killed on this side of the border.

Found data from DHS saying that most illegal immigration happens from visa overstays, not from illegal border crossings.
So.... I don't think that most illegals are coming in from the sinaloa cartel.
