Well there is no doubt China engages in very slimy tactics but mostly because we let them. The wealthy in the US gave them that power in exchange for cheap labor. Now we are trying to fix those issues with trade wars which tend to lead to both sides losing. Before Trump the solution that the US had been working on for the previous decade was the Trans Pacific Partnership, this would have created a free trade zone with every pacific and asian nation except China. Now the TPP was not perfect and details were being slowing worked out but once implemented it would have worked a lot better than an unwinnable trade war. Economic Unions are a powerful tool, that is why Putin is so obsessed with breaking up the European Union.

Why would anyone in this current time want to rule another country?
I can see some wanting to grab a few choice assets. But most countries today have far too many problems to bother taking them over.

The other reason why you may want to take over another country. Dump your shit (people you do not want, trash, bad companies, etc.) on their backyard and let them deal with it while you scrounge up the good stuff.
