Nope, Winston Churchill didn't use it/own it. It was just installed last week. It's clearly stated at the beginning of the article.
"A newly installed £1 million (approximately $1.25 million) 18-carat golden toilet has been stolen from Blenheim Palace, England.
The golden john, which went on public display at the ancestral home of Winston Churchill on Thursday, was stolen at around 4:50 a.m. on Saturday after burglars broke into the Palace overnight, causing “significant damage and flooding,” according to the Thames Valley Police."

According to a note I read today, the guy in charge of the palace didn't increase security after it was installed because it was connected to the palace plumbing and he thought that would make to difficult to steal.

It was an art exhibit, although fully functional and apparently visitors got 3 min to do their business on the golden throne. Probably just plated and the value is pretty arbitrary.
The "theft" may be part of the art.

A 66 year old man was arrested in connection with the stealing of the commode.....but the toilet is still missing. Where is the golden toilet??
