Sounds to me like he had just had a beef with someone right around then and things went bad quick.

TMZ has this video from the shooting but its hard to really see it.
You see people running at the end and it looks like someone goes down.

It looks like Nipsey and friends clearly knew this guy with the black shirt and light pants was coming. The guy walk along the strip mall, as he comes towards the store like 4 or guys that were around the parked cars go towards him and in 4 seconds that all start running and one guy goes down in the parking lot right in from of the store.
The second video shows him on a stretcher being put in the Ambulance with him clothes half on and a lady screaming.

The video cuts off with the shooter still there after the other people scattered.
Its possible he walked up and shot Nipsey while he was all ready on the ground.
That may be why this video ends where it ends. TMZ said the shooter had on a red shirt but its hard to tell.

The LA Times article said the shooter was black and more than likely gang related
