If it happens again I am going to print a picture of the dog and owner then attach it to the tree by the curb so everyone that walk by can see it. I'll put up a couple including one high enough that they can't pull it down.
And Lou wouldn't do that, Lou is good people.

back in the 70's we used to let the dogs roam the neighborhood in the morning for 20min...,,mostly they crapped in our front yard, but wasn't until the 80's anyone actually said something and we started following them around to pick up the poo
