The government of each country in Africa. Just look at it they have every national resource in the world.

South Africa has the biggest GDP in africa at 576 billion.

New Jersey
Pennsylvania
Illinois
Florida
NY
Texas
California
Nigeria Congo and Angola have the most natural resources on the continent but yet that cant beat out our bankruptcy state Illinois
