Fly with them. Then, buy your tickets from Tijuana to Cancun online which will probably save you some money.
Use the Cross Border terminal to access the Tijuana airport directly from the US side. Just google "CBX".
Once you have the airline tickets, fill out the Mexican VISA online, and buy your CBX ticket for crossing.
Yes, it's a toll bridge but worth every penny.
Finally, find a place in SD where you can park your car for free and then Uber or Lyft to the CBX as parking there is pricey.

If you are not in any real hurry and can stay for awhile, I say drive. There are some really beautiful places in Mexico and the people are great. I spent 6 weeks down there a few years back and would recommend the road trip only to the hardy.

I think flying would be quicker and cheaper, especially if you flew out of Tijuana. You might have a connecting flight in Mexico City. I don’t know that I’d recommend driving that route solo if you’re not familiar with your whereabouts. Juarez isn’t your only trouble spot along that route. There are lots of places that violence has been escalating along the border. You don’t need to be involved in shady shit, just the wrong place at the wrong time.

Are you sure your little guys are up to the travel? I have a 18 year old chihuahua poodle mix that I’ve had since he was a puppy, but I won’t risk traveling with him unless he’s next to me at all times, they call them “emotional support animal” when actually we’re the “emotional support human” for them, just my humble opinion, good luck tho they might love air travel...

The fact that she speaks spanish ain't going to help you. Do you remember a few months ago what I told you about my brother in law? He is fluent in spanish and has driven through Mexico a dozen times over the years. Last trip he got arrested for sleeping in his car on the side of the road. The family had to bail him out of jail.

That article lamar linked states that you can only bring 2 dogs. It doesn't state 2 dogs per person, or per car. I would verify that before you head out.
