Unless it is official coming from the California Governor's office I would doubt that. We are not at that point. Deploying the NA guard state wide is massively expensive and exposes guard units unnecessarily to the virus.
I haven't read anything on that yet.
But it seems like the only logical choice.

That graph of new cases is on track, running to the high side of the curve. Everything I've read indicates the spread of new cases have usually doubled every 3-4 days. Right now the spread in NY appears to be 3x every three days: you would expect a two week curve to go 1,3,9,27,81, 243, 729, +++. So we are looking like more like Italy than China in terms of growth rate of new cases.
The National Guard will do nothing except try to look intimidating while scarfing down Fat Burgers.
The Guard will contact local authorities to enforce.
The Guard are good for providing support to local authorities in the times of disasters.
The Coast Guard that go after drug smugglers along the Atlantic Coast are not to be messed with.

Commercial testing facilities are ramping up the tests.
You will see a huge increase in confirmed infections, but not much change in total deaths.
Which means:
Don't freak out thinking these are a huge jump in infections. They been there the whole time, we're just getting them tested.
Based on 115 dead divided by 10,000 cases in the US, that's a death rate of 1.1%, it will drop under .5%.
This whole fucking episode should have been handled differently by specifically protecting the elderly and high risk people but NOT upending the 87% of the economy to cover for the failings of healthcare which is 17% of the economy.
We will lose more people to suicide over the next 6 months than to Covid due to BK, finances, loss of job, etc.

If had we handled the response to this pandemic perfectly, like South Korea, maybe we can get close to a 1% death rate. But we are handling this like Italy (or even worse), so the death rate can get shockingly high.
Italy’s health care system is failing. They can’t handle all who are sick, so many people are not able to get on respirators and many doctors and nurses are getting sick too for a lack of masks and other hospital supplies. That is exactly what is now happening in NYC.
So what it Italy’s death rate now? It was 6.4% three days ago, 7.4% yesterday, and 8.3% now.
Millions of people here and around the world are at risk of dying if people do not quarantine or shelter in place. Worst case scenario I’ve heard is 2.7 million can die in the United States alone if it gets out of control (one estimate was 12 million +, which seems unrealistic to me).
The fact that car companies are offering to manufacture respirators may help keep the death rate down. Governments wouldn’t shut down the economies of every country around the world if it weren’t very serious. This is much more serious than many on here claim it is.
I think we all hope this will be over in 30 days, but unfortunately it doesn't look to be the case. By end of next week, the infection rates and deaths will like be increasing very quickly.
I spoke with a doctor yesterday who said that we will likely start seeing a decrease in infection rates in about 1.5 to 2 months, but it may take until the end of the year before things start getting back to normal.
During the daily news conference briefing yesterday, Trump's administration indicated that it is planning for as long as 18 months, but it is doubtful that it would last that long.
The Governor claims that 25 million Californians will be infected in the next 8 weeks.
If the speed of infection isn't slowed down (to flatten the curve), then a lot of people will die.
Slowing down the rate of infection through social distancing will prevent hospitals from being overwhelmed (we need hospital beds and respirators to be available for those who need them).
Unless and until Martial Law is declared, I will not comply - history will show we over reacted and tanked the economy and put good people out of work needlessly.
