we give them shelter (motel vouchers) or container homes. relocate them into bedroom communities, give them food stamps and job retraining, Medi-Cal (mental health and medical treatment), and then give them CAPI payments?
why come to California from around the world?

What kind of a country is it that does not provide shelter and housing for its people. ? It does not seem that complex. Just build more shelters, then innovative permanent housing , especially now that LA has received waivers from certain environmental laws. Most homeless are from the LA and southern ca area, including many veterans of our wars. Most are not mentally ill. Demonizing or criminalizing them is not the answer.

Your information is inaccurate. I work with the homeless twice a month in Santa Monica. Most of the people I encounter have mental issues that make them virtually unemployable and resistant to any type of structure. Without “reasonable” residents... homeless shelters become unmanageable. I helped organize a structured “tent city” in Ontario in 2013. It didn’t last because the residents refused to abide by any common sense community guidelines. The city and private donors and local charities invested hundreds of thousands of dollars in this site. It became unsustainable use to the lack of cooperation from the residents. It became a health hazard and a serious liability issue for the city.
If you read the article, people who have devoted their lives to this issue are saying the biggest problem isn’t lack of shelter. It’s the lack of mental health services. Their argument is if you remove the addicted and the mentally ill... homelessness is a very manageable problem.
Many of the people I work with come here from other parts of the country for 2 reasons. 1. Abundant services... 2. Mild climate.

When Herr Reagan closed down all the mental health facilities in California, he never followed through with a massive "sweep them off the best streets" campaign that Comrade Trump is now implementing. Comrade Trump will deport these freeloaders to Mexico or some other shit hole country that does not have the best streets. Maybe Comrade Trump's friend, the Dear Leader of North Korea, will take them in. I hear they have room in their country because the lose so many each year to starvation.

Kaiser. My info comes from an LA Homeless expert who does much of her work out of Venice. She was talking about Los Angeles County as a whole. But who knows which stats are correct ? Another stat to ponder. In the City of Los Angeles there are about 27,000 homeless and only 9700 shelter beds.

Yeah let's break it down in terms of who was the Governor at the time and not the programs closing and lack of healthcare access and skyrocketing housing costs that have directly contributed to the exponential increase in homeless residents in SoCal.

even people who have minimum wage jobs cannot afford to pay rent. it is out of control.
there is a growing population of homeless living in RV's so its not just the one's on the street in tents or boxes.
my mortgage for a 3 bedroom 2 bathroom house with a pool is less than a 2 bedroom apartment.

its a real problem.... and throwing money at it has not even put a dent in it. The more money we spend... the worse the problem gets.
If you would go spend a few hours a few times a month at the OPCC in Santa Monica, the LA Mission or the Fred Jordan Mission... you would see the majority of people coming through there cannot function within a system that requires their cooperation.
Addiction and Mental health issues are the drivers.

humanitarian measures say WE PAY for drug treatment, MENTAL HEALTH CARE, give them a roof over their heads, feed them, re-educate them, give them jobs, help them buy a home?
let's see... feed them, clothed them, train them, give them a job (Military Occupational Specialty)?
oh, let's put them in the Army, Navy, Air Force, Marines, Coast Guard, and Merchant Marines?

BTW... one of the points of the article is that “compassionate” laws keep the mentally ill from being involuntarily placed in mental health treatment facilities and addicts in addiction recovery programs.
Most addicts and mentally ill people refuse treatment so they get stuck in the endless downward spiral of poverty, homelessness and jail.
