Virtually every year at some point in time California has some unscheduled refinery shutdowns and the gas prices spike for some period of time. The story is that the type of gasoline meeting California's emission standards is only made at a few refineries and therefore there is a shortage of gasoline in California anytime a refinery goes down. Are these unscheduled shutdowns actually caused by equipment failure or is it just a scam to raise gas prices in California?
Every few years when this happens the politicians in Sacramento (usually Democrats) state they will investigate the oil companies to determine if they are price gouging. Nothing ever happens. The last time I recall was when Kamala Harris was the California attorney general and was preparing to run for her Senate. Kamala stated she had actual proof that the oil companies were engage in price fixing and she was going to bring them to justice. Those statements brought her a couple of days of publicity and then nothing was ever heard again. Did she actually have any evidence? Did the oil companies make a large contribution to her campaign war chest?
The only thing you can be sure of is that neither the Democrats or the Republicans will do much to help the average citizen. When the oil prices increase the state collects more taxes through sales tax, etc.

Refinery production setbacks due to unplanned maintenance outages are temporary. Yes they do happen, they are not fictional. Price hikes associated with that are also temporary. Do prices drop as fast as they climb? No, probably not. Taxes and price increases due to regulation requirements are generally not temporary. Taxes and regulations are supposed to benefit everyone by providing funds to fix roads and improve our quality of life by lowering air pollution. There are a lot of people in Southern California and a great many of them do not live where they work. Its a competitive market, The issue the OP brings up goes beyond partisan politics, of course, and we do have to pay attention to it. Over five dollars a gallon is exorbitant, considering we are supposed to be on the "Winter Blend." Analysts say the prices are so high because "The stations are charging more." That is circular. Price fixing? Not exactly. Profiteering? Most certainly. Who is to blame? We all are. What can we do? Stop driving so much. Is that likely?

the rise in fuel price is most likely due, to the cooler temperatures do to fall and winter months. Because of that refineries switch over to making a winter blend for most of the country. And since california has the strictest emission rules requiring oil refineries to make a special blend to satisfy its emission standards..
The oil companies have moved most of there fuel production over to winter blend and limited production of california blend.
Basically the oil industry, is giving california the Big FU!!!

I dunno, but given that I have never agreed to a TAX Increase. I just don't know why we keep letting those people back in Office who rob us blind. Remember the Lottery? 50% of all the proceeds was supposed to go to the schools????? Oh, and how many times have they promised to get to the bottom of the GAS PRICES HIKES??? Several years ago, there was a proposition to hold the Oil companies accountable.Right before the election, gas prices were dropping lower and lower. Day after proposition was defeated Gas Prices Shot Up!
Hell, just the news of a refinery fire and the Gas Prices Shoot up! Damn, it's the same gas a few days ago in the underground tanks and they raise the prices?
