Opening Statement of Lieutenant Colonel Alexander S. Vindman

Before the House Permanent Select Committee on Intelligence, the House
Committee on Foreign Affairs, and the House Committee on Oversight and
Reform

October 29, 2019

Mr. Chairman and Ranking Member, thank you for the opportunity to address the
Committees concerning the activities relating to Ukraine and my role in the events
under investigation.

Background
I have dedicated my entire professional life to the United States of America. For
more than two decades, it has been my honor to serve as an officer in the United
States Army. As an infantry officer, I served multiple overseas tours, including
South Korea and Germany, and a deployment to Iraq for combat operations. In
Iraq, I was wounded in an IED attack and awarded a Purple Heart.
Since 2008, I have been a Foreign Area Officer specializing in Eurasia. In this role, I
have served in the United States� embassies in Kiev, Ukraine and Moscow, Russia.
In Washington, D.C., I was a politico-military affairs officer for Russia for the
Chairman of the Joint Chiefs where I authored the principle strategy for managing
competition with Russia. In July 2018, I was asked to serve at the National Security
Council.

The privilege of serving my country is not only rooted in my military service, but
also in my personal history. I sit here, as a Lieutenant Colonel in the United States
Army, an immigrant. My family fled the Soviet Union when I was three and a half
years old. Upon arriving in New York City in 1979, my father worked multiple jobs
to support us, all the while learning English at night. He stressed to us the
importance of fully integrating into our adopted country. For many years, life was
quite difficult. In spite of our challenging beginnings, my family worked to build its
own American dream. I have a deep appreciation for American values and ideals
and the power of freedom. I am a patriot, and it is my sacred duty and honor to
advance and defend OUR country, irrespective of party or politics.

For over twenty years as an active duty United States military officer and diplomat,
I have served this country in a nonpartisan manner, and have done so with the
utmost respect and professionalism for both Republican and Democratic
administrations.

Introduction
Before recounting my recollection of various events under investigation, I want to
clarify a few issues. I am appearing today voluntarily pursuant to a subpoena and
will answer all questions to the best of my recollection.
I want the Committees to know I am not the whistleblower who brought this issue
to the CIA and the Committees� attention. I do not know who the whistleblower is
and I would not feel comfortable to speculate as to the identity of the
whistleblower.

Also, as I will detail herein, I did convey certain concerns internally to National
Security officials in accordance with my decades of experience and training, sense
of duty, and obligation to operate within the chain of command. As an active duty
military officer, the command structure is extremely important to me. On many
occasions I have been told I should express my views and share my concerns with
my chain of command and proper authorities. I believe that any good military
officer should and would do the same, thus providing his or her best advice to
leadership.

Furthermore, in performing my coordination role as a Director on the National
Security Council, I provided readouts of relevant meetings and communications to
a very small group of properly cleared national security counterparts with a
relevant need-to-know.

My Service on the National Security Council
When I joined the White House�s National Security Council (�NSC�), I reported to
Dr. Fiona Hill, who in turn reported to John Bolton, the National Security Advisor.
My role at the NSC includes developing, coordinating, and executing plans and
policies to manage the full range of diplomatic, informational, military, and
economic national security issues for the countries in my portfolio, which includes
Ukraine.

In my position, I coordinate with a superb cohort of inter-agency partners. I
regularly prepare internal memoranda, talking points, and other materials for the
National Security Advisor and senior staff.

Most of my interactions relate to national security issues and are therefore
especially sensitive. I would urge the Committees to carefully balance the need for
information against the impact that disclosure would have on our foreign policy
and national security.

Not sure I see the “smoking gun.”

The guy heard what Trump said on the call and thought it was wrong for him to ask Ukraine to investigate a U.S. citizen... so he reported it.

I don’t think there is any disagreement about what happened. The disagreement is over motivation.

Was he squeezing Ukraine just to take down a political opponent?
Or
Was he squeezing Ukraine to investigate corruption at the highest levels of our government?

You say hash browns he says home fries....

It seems his testimony... although shines a negative light on Trump... actually helps him. The guy isn’t claiming Trump was trying to take down an opponent. He is claiming the problem was putting pressure on Ukraine to investigate a US citizen.

He is our top Ukraine expert... his problem was the possible impact... not that he thought Trump was a criminal.
This looks like it could be Mueller Act II.

The media is unwittingly helping Trump. They are hyping these stories to get viewers and readers... and then the promised “smoking gun” never appears...

And everyone is left feeling like they just watched Geraldo open Al Capone’s safe.

The house has enough votes to present articles of impeachment to the senate already... and most non-partisans see this for what it is... a political exercise.

Still don't see where Trump was asking for foreign help in an election. I do see him asking a foreign leader to look into something Biden had already done on foreign soil and is all over the TV bragging about it. How that amounts to foreign help in an election is alluding me. Trump never asked anyone to "dig up dirt" on Biden as the media is so fond of saying. Biden dug the dirt up all by himself.

whats stupid is there is no smoking gun. Trump released the actual transcript to the phone call with the president of Ukraine. So no matter what anyone else said unless you can find something that you can convict him with from the actual transcript, any testimony, that is stated by so called witness or witnesses is just bull shit. In the Transcript its clear he was asking them to look into the what happened in 2016 in regards to Ukraine meddling in the election. Biden came up much later in the conversation and only briefly.

The only point to the whole impeachment process is for the sole purpose of political positioning and nothing else.

It's clear the Dems care about only getting Trump and nothing else. The certainly don't give a fuck about america or americans for that matter. They don't care about who and what you vote for. And they don't give a fuck about what rights you have as an american unless there the ones dictating those rights to you...

Not sure why you’re laying this on Democrats. The Mueller investigation was orchestrated and run by Republicans. Every single witness in this impeachment inquiry has been a Republican. Countless republicans have come forward to say that this conduct is in violation of federal laws and hence impeachable.

I get it that this is your guy but why do some of you are some passionate about a guy who really does not give a damn about you or the rule of law for that matter? Most of you don’t know anything about Trump. I am from NY and grew up in the 80’s. I know Trump very well. There no more corrupt and crooked person that ever held the office of the presidency. he doesn’t give a damn about you. He’s lived in a corrupt tower all his life and never came down to mingle with people like you. Yes, it turns out there is a transcript of the Trump call and Vindman says it is three times longer than the memo released by Trump.

Other analysis by the WP had already determined this.

Vindman says key points regarding the deliverables by Trump were left out.

Those who are covering up the real details of the call could face jail time.

Remember, Nixon's top aids all went to prison.

@Geneshelby uhm your wrong the only republican in the Mueller investigation was Mueller. everyone else that was running that investigation was a card carrying democrat and a Hillary supporter.

The impeachment inquiry is a farce. So we got like 7 or 8 witnesses that say nope Trump did nothing wrong. But then you get one guy who says Trump did something wrong and all of the sudden that is a smoking gun???

Then we get some more conspiracy theories about how the actual transcript is actually 3 times longer than what is released.

We have had 3 years of this conspiracy try to impeach Trump nonsense. You would think that by now many of you democrats would see that you are being played for a fool. But nope Democrats think most people are too stupid to see what they are actually doing and using impeachment as a political weapon against the President. Come on they have been declaring impeachment since he took office. There are democratic senators in office who ran on impeaching Donald Trump.

Two statements above, one stating that Trump never asked anybody to dig up dirt, and the other that this Ukraine issue is all a matter of interpretation might be valid arguments if Trump did not have Giuliani working for him. The recent arrests of two Russians who were helping Giuliani dig up dirt to help Trump undercuts your position. Further, Giuliani is Trump’s personal lawyer, not a US government official. He has no business working on a government investigation here in the US or a foreign country. But let’s not be naive. Trump employed Giuliani to get information he thought could help him in the 2020 election. Likewise, he tried to pressure the Ukraine president for the same reason. Quid pro quo or not, that is illegal.

No one believes the full transcript has been released. As the news has reported:

"Others have noted the brevity of a document purporting to represent a call that lasted 30 minutes. Sen. Angus King (I-Maine) had two of his office’s interns read the call summary aloud, measuring its length with a stopwatch app. The time: 10 minutes 40 seconds, or roughly 20 minutes shorter than the White House’s assertion about the call’s length.

The memorandum of Trump’s call with Zelensky appears remarkably different in speed and content from the full transcripts of calls between President Trump and foreign leaders The Washington Post obtained in 2017.

The transcript of a 24-minute call with Australian Prime Minister Malcolm Turnbull, in which both the participants spoke English, included roughly 3,200 words, or about 133 words per minute. A 53-minute call with then-Mexican President Enrique Peña Nieto, in which both Trump and the Mexican president spoke through interpreters, included roughly 5,500 words, or about 102 words per minute.

The White House summary of Trump’s 30-minute call with Zelensky — which included interpreters because Zelensky spoke Ukrainian while Trump spoke English — includes fewer than 2,000 words, or roughly 65 words per minute. That suggests that the rough transcript of the Zelensky call includes about half the number of words that would be expected if the call had proceeded at the same or similar pace as the previous calls."

So, only half the content of the call has been released. The rest of the call will come during the Impeachment Proceedings. Nixon couldn't keep his tapes and Trump will not be able hide the full text of the call.

Just like in the previous impeachments, there were closed door depositions and fact finding. This was necessary to determine if there is even a need for an impeachment hearing.

Now that multiple witness have given their depositions and the bulk of the evidence is that Trump asked a foreign power to interfere in a US election by investigating his primary rival and his son. Trump leveraged US tax payer money as a way to force Ukraine to publicly announce the investigation.

Multiple accounts have come forward to corroborate these basic facts including Trump's own words in a memo describing his conversation and an admission by his Chief of Staff at a news conference that "We do this all the time. Get over it."

There are a few others who will give their depositions and then there will be Impeachment Hearings in the House. It is the House that impeaches and the Senate who sets the penality (removal from office, bans against ever running for public office, etc.)

After the formal hearings, there will be a vote as to whether the evidence supports impeachment.

Given the evidence, Comrade Trump will be impeached.

Next, the Senate will hold a trial. It is likely Trump will not be convicted because Republicans do not believe that trying to extort a foreign official to deliver dirt on one's opponent in an election is a crime. They think this is simply dirty politics as usual. Maybe they do this all the time? Who knows.

When there is a new attorney general, there will be a criminal investigation of all those who assisted Trump in his crimes. Trump and his enablers will then be brought to justice where they can join Cohen and Manafort in federal prison.

Harpooned by your logic Steele should not have been used to collect "Intel" on Trump as he is a foreign agent but that's ok why?

Amazing how everything Trump does is illegal only when he does it but perfectly legal when someone else does.

This whole whistleblower BS is a farce too. No one is saying he did anything illegal just that he is going against policy... Who's effing policy? These witnesses should be agents of the President and advise him to the best of their ability and not get butthurt when he goes his own way.... it's why he was elected and people should be upset that any Presidents policy is being undermined by unelected soy boys with over inflated sexes of self importance.

This is going to right down party lines.

Democrats are not going to be able to prove there was QPQ. But the implication, inference and appearance will be enough to impeach.

Republicans will want QPQ proven before they would agree to impeach.

This will be 2-3 months and end up right where we are today.
