Deutsche Bank obviously isn't USA Based, and money is fungable.
Here in the US the USA banking laws (New York being the most recognized, and where legal documentation is most often based) are pretty specific when it comes to security & assets to support loans.
As mentioned above, the SEC as well as a host of other institutions have many, MANY rules banks must adhere to - tons of penalties if they don't.
So - more information please..... from a reliable source please, not some BS. like Slate.

After the restructuring losses from earlier in the year,, Deutsche Bank can not afford the losses or the hand out. And now it’s setting up a major conflict of interest between Trump the President and Trump the businessman, as the bank debates which road to hell it wants to take.

Makes sense since they are n the hospitality industry. Several of my clients are in the same industry and struggling with room occupancy that has basically dropped to zero. Also, some of my restaurant clients are barely hanging with minimal kitchen staff managing pickup orders only, then some of my entertainment clients are struggling as all production is shut down. But, we all know it's only temporary and we can come back. Fortunately, the feds pumped some cash into the economy, expanding Unemployment benefits (CA is up to $1100/wk; was capped at $450). And, business get to apply for loan that will be forgiven if they keep ee's on payroll. When has anybody seen a known liability be converted to revenue. Of course, MSM won't comment on any of this... It's temporary. I'm taking long positions at significant discounts...

You can purchase Home Depot or WalMart e-gift cards electronically via the site and then convert them directly into FX points. Site takes a huge hit on the percentages but seems like they don’t care. I’m sure it appreciates the revenue.
