Going to look myself today although we might be a little late. Red tide blooms last usually for about a couple weeks. According to the news it's best observed about 2 hrs after sundown.

I’ve gone twice and missed out in Newport, but friends who went at the same time report seeing the effect.

sightings as of last night:

Seal Beach
San Clemente
Dana Point
Newport (not on the shore but way out there)
Mission beach - San Diego
Solana beach

Not having seen it myself I cannot tell if this is accurate, but it’s an effect of 20-30 feet tops, under ideal lighting (no ambient light from buildings). So you may walk right pass the algae bloom and miss it.
