Obama’s National Security Council had indeed left the Trump administration a 69-page playbook on how to deal with a pandemic.
Ousted vaccine chief Dr. Rick Bright accused Trump of being “woefully unprepared” for the pandemic during his House testimony on Thursday, Bright said plans were in place for the administration to use but weren’t followed.

Im sure American immunologist Rick Bright would have loved to have taken part and anything that would aid in the pandemic but your orange friend's administration reassigned him. Bright characterized his transfer as a retaliatory demotion and asked the HHS Inspector General to investigate it. As of May 5, Bright had not reported to NIH to start his new assignment. On May 5, 2020 Bright filed a whistleblower complaint and we know how Trump feels about whistleblowers lol
