My friends in the service are saying that base commanders are trying to find ways to get their troops back to base before some higher up does something stupid and gets them to assault civilians.

In my opinion Mattis doesn't have much faith in the troops if he thinks troops and commanders will blindly follow orders that will ultimately lead to aggression against their fellow citizens. For that matter neither does OP or people of OPs ilk.

Officers take the Oath of Office. I remember that because of having to study the Mail Lai incident of so long ago. Very, Very loosely put officers can say "no" if the order is illegal or goes against the constitution.
I stand by the letter that General Jim Mattis wrote. I feel he's right

You can call in the national guard but that's up to each state conditionally to quell riots not protests. It's about keeping the peace not suppressing free speech. Something extremists on the left AND the right are either intentionally or unintentionally suppressing.

In almost every National Disaster the states call for National Gaurd assistance. They are there to help provide assistance to communities for the distribution of food and whatever aid from is appropriate from search and rescue to the distribution of food and water, and also the enforcement of curfews and the prevention of looting and rioting.
When states are overwhelmed by the task at hand , when the manpower of city and state agencies are taxed to their limit (like in this case) the National Gaurd is there and has been for their assistance. The people politicizing the situation are the elected officials refusing to allow them to be called up or handcuffing them in the execution of their duties just so the President fails to look effective in this time of national crisis.
I know of in in incidents where the chain of command has failed. I also know of incidents recently where the political class (civilian and regrettably the DC military class) have worked against an elected official and the states policies he has attempted to implement. Not because the policies were unlawful but because they had fundamental disagreements with it.
When I listen to the Secretary of Defense and General Mattis their words are not read without my mind being open to the possibility that have merit. The President should choose his words and phrasing better (without a doubt!!!). But the gist of his words still hold true, the lawlessness we are witnessing must end. And arguement over whether the National Guard should be called up in these areas and unchained from the bindings of mayors and governors to limit any amount of physical force to enforce the very curfews put in place BY THEM is antithetical to the imposition of the curfew itself and oath that each of these officials took when they came to office.
Ask the people not rioting and demonstrating after curfew hours if they feel safe in their homes. When the stores are empty where do these lawless individuals go next? They have on LIVE TV and on YouTube proclaimed that YOUR neighborhood isn't safe.
It behooves the elected official to protect its businesses and citizenry just as much and with the same zeal as it they protect someone's right to speech and demonstrate. Failure to do so is taking one side over the other and placing the burden of protection on the citizens... People are being killed and severely injured every day by mobs of misguided youngsters who are acting out at the encouragement of people that should no better. Do you think that you are helping these young people some of whom will get caught, prosecuted and jailed!!! Ruining their lives and staining their reputations making it harder them to get a job and earn their own place in society ... all so that you along with the state and municipal officials can say ... I hate the President.

To clarify on the use of the national guard and the insurrection act; there's a place for both but not for a photo opportunity. As much as you may disagree with the words of the protesters; the military is to protect our constitutional rights not to quell them.
