Cap Hill is 97% white. I don't think they're seriously seceding or anything, it's more like a hippy/communist festival. Local politicians won't antagonize them with elections coming up so it looks like the zone is here to stay.
I think protesters will be able to set up zones in many democrat cities. The current political climate really has local politicians by the balls.
