Yeah, the prosecutor (who speaks officially for the State of Pennsylvania) publicly promised Cosby that he would not be charged in a particular case.
So, when the woman in that case sued Cosby in CIVIL court, he could not plead the 5th and had to testify truthfully in depositions. Even his lawyer told him he had to sing.
Then, the next person to come up as prosecutor went back on the state's earlier promise, and he used Cosby's statements from those civil depositions against him at trial for the charges the previous prosecutor promised would never be taken to criminal trial.
The Pennsylvania Supreme Court called 'foul', vacated Cosby's conviction, and said he could never be tried again for those charges he was basically forced to confess to.
Sad for his victims to see him go free, but the government shit all over Cosby's 5th Amendment rights, so that is what happens.
I don't know if there are any other charges that could be brought. The other victims may have their cases all past the statute of limitations.
