Not only would Robert have attempted to 'incentivize' people in the inner city, I imagine he would have attempted to carry on what John had started - put America's economy back on the gold and silver standard i.e. no more deficit spending.
Those 2 things alone would have changed the face of America for the better.
I was 7 years old when Robert was murdered.
I only saw my father break down 3 maybe 4 times in my life, although he did it away from anyone:
1) When my Grandmother died
2) When my uncle, his brother, died from bone cancer.
3) When JFK was assassinated - but I was only 3 so I'm not sure of the memory
4) When RFK was assassinated.
People loved Robert, almost as much as they loved John.

Not only that but a Common Sense liberal.
Add to that - when's the last time the people actually liked/loved a president or candidate? I'd say JFK & RFK were the last.
JFK was also the last U.S. President, IIRC, to turn down his presidential salary ... said he didn't need the money.
