My understanding is that the only way a Hx member levels up is from Hx members at a higher level than you rating you.
Does any one else have solid info on this?

That is not correct. Sometimes a higher level user won’t help you at all. Their overall level can definitely help but you also have to look at their compliance score. A Level 5 person with a zero compliance score is like Mike Tyson with two broken hands and a sprained ankle. A Level 3 with Level 3 compliance is like a healthy Canelo Alvarez.
