Those numbers are unfairly skewed.
First, Truman presided over the post-WWII economy, where growth was unprecedented, as nothing was being made or sold, everything went to the war effort. The economy took off like a rocket ship after the war.
Second, Bill Clinton presided over the tech boom, most of which was over-hyped bullshit...when a company like Yahoo was trading at 200 times earnings, and a 100 year old company like 3M was trading at 18 times. 9 out of 10 IPOs were bullshit, but went to the moon, making a slew of billionaires. It came back to earth under a Republican administration.
I submit to you that Truman had nothing to do with the post war economy, and Clinton had nothing to do with the tech boom either. No policies, it just happened on its own.
