Well to me it shows that he can't function on his own.
Why else would she be there? doesn't she have a job of her own to do? (not that the VP has much to do - ask Dan Q.)
Others obviously will disagree, but it just makes him look inept.
He can't even read a teleprompter.

Before being inaugurated "dr" jill biden would be on stage during press ramblings.
This was so he could cut the meetings short and ignore the press while they hug and walk off stage.
With the VP there it's just to give a visual of what's coming down the road...
