You should add a comment in your profile advising members not to contact you if they don't have a current network.
Then politely reply with a canned response pm, that you don't see members who don't have anyone current in their network, and invite them to pm you again once they do. (No need to burn bridges with rude replies).

Mellie FYI here is my canned reply for noobz with no recent network. It's polite and to the point:
"Thank you for your interest, however, I require two (2) recent network ratings within the past 12 months before I can book you an appointment with my girls. Please subscribe to my profile and contact me again when you have the required network."

I have SEEN! and experiencing the following.
1. "Thanks for showing your interest in seeing me, however unfortunately,
I require Level 3 or higher"
2. "Please be Level 1 or higher with 2 recent in-person network ratings in the past 12 month."
3. "Hello sweetie i require 6 recent positive ratings before hosting please keep me in mind once you do"
4. "I require at least minimum of 4 Positive Ratings in your Network before I Host."
You see number #3 & #4 gave me a challenge now i'm leveling up to Level 3 by the end of this year.
