In my opinion, Biden is building up Harris's resume.
When Harris runs for President, Biden wants there to be an answer for the question, "But what has she done?"
Also, Harris is younger than Biden, and a minority person, and Biden wants to make sure he is not out of touch due to his age and his whiteness.
